REQUEST FOR RELEASE OF FUNDS

On or about July 8, 2025, 2025, Orange County (OC) Housing & Community Development will
submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release
of eight Project-Based Housing Choice Vouchers ($3,244,800) as authorized under Title I of the
Housing Opportunity Through Modernization Act of 2016 (HOTMA), as amended, and local
funding for one unit through a County of Orange loan of $1,237,500 for nine units to undertake a
project known as the Lampson Workforce Housing Project for the purpose of providing affordable
housing.
The proposed project would be located at 4665 Lampson Avenue, Los Alamitos, CA 90720. The
project site contains an asphalt surface parking lot and ornamental landscaping, with a boat storage
area that is fenced off and a shipping container in the northwest corner. The project entails the
acquisition of a 2.2-acre parcel by C&C Development and construction and operation of a 77-unit,
rental affordable multi-family apartment complex. The units would be provided in three 3-story
buildings and would be comprised of 36 one-bedroom, 20 two-bedroom, and 21 three-bedroom
units. Of the 77 units, 5 one-bedroom, 2 two-bedroom, and 2 three-bedroom units would be
designated as permanent supportive housing (PSH) for individuals and families experiencing
homelessness, with incomes at or below 30% of the area median income (AMI). The remaining
units would be reserved for those earning up to 70% AMI. Leasing, office space, and common
amenities, including a lobby, mail room, clubroom, homework room, storage room, and laundry
room, would be provided on the ground level, with two levels of units above. The project would
also include construction of associated site improvements including landscaping, infrastructure,
open space areas, and 102 parking spaces (30 garage spaces and 72 open spaces). Open space areas
would contain lounge areas with lounge seating and a fire pit, a lawn area with bench seating, a
shade structure with a BBQ island and dining furniture, and a tot lot with a rubberized play surface.
The project would include solar panels and would be 100% electric, with electric vehicle (EV)
charging stations and a community EV for residents to drive short-distance trips to the local
grocery store.


FINDING OF NO SIGNIFICANT IMPACT
The County of Orange, OC Housing & Community Development has determined that the project
will have no significant impact on the human environment. Therefore, an Environmental Impact
Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.

OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and the County of Orange certification for a
period of fifteen days following the anticipated submission date or its actual receipt of the request
(whichever is later) only if they are on one of the following bases: (a) the certification was not
executed by the Certifying Officer of the County of Orange; (b) the County of Orange has omitted
a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c)
the grant recipient or other participants in the development process have committed funds, incurred
costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of
funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted
a written finding that the project is unsatisfactory from the standpoint of environmental quality.

On or after April 30, 2025, the County of Orange will submit a request to the U.S. Department of Housing and Urban Development (HUD) Los Angeles Office of Community Planning and Development (CPD) for the release of approximately $180,000 in Community Development Block Grant funds authorized under Title 1 of the Housing and Community Development Act of 1974, as amended to undertake the following project:  Old Town Placentia Façade Improvement Program.

Tier 1 Broad Review Project/Program Title: Placentia Old Town Façade Improvement Program

Purpose: Economic Development Façade Renovation in Old Town Placentia.

Level of Environmental Review Citation: The project is Categorically excluded subject to the Federal laws and authorities cited in §58.5 (CEST) Rehabilitation of non-residential structures including commercial, industrial, and public buildings 24 CFR 58.35(a)(3)(iii).

Tier 2 Site Specific Review: The site-specific reviews will cover the following laws and authorities not addressed in the Tier 1 broad review:  Historic Preservation, Explosive and Flammable Materials, and Contamination and Toxic Substances. Each project will be reviewed to ensure compliance with these laws and authorities. Estimated Project Cost: $180,000

The Draft FY 2025-29 Consolidated Plan is a comprehensive document that provides a basis and five-year strategy for the use of all federal funds granted to the Urban County of Orange by the U.S. Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG), Home Investment Partnership (HOME), and Emergency Solutions Grant (ESG) programs. The information in the draft Consolidated Plan is generated from community surveys and public meetings.  Notice of public meetings and surveys were made available both online and in hard copy form.  This draft plan represents responses to the public meeting and surveys, as well as the demographic information compiled by the County’s Consolidated Plan consultant. City staff and direct service providers were also surveyed to obtain a comprehensive overview of the priorities in the Urban County communities for CDBG, HOME, and ESG funding. 

The Draft FY 2025-29 Citizen Participation Plan provides a framework and process by which the County’s consolidated planning and reporting efforts comply with the citizen participation requirements published by HUD. This Draft FY 2025-29 Citizen Participation Plan is prepared and implemented in accordance with the guidance provided in HUD Regulations 24 CFR Part 91.105. 

The Draft FY 2025-26 Annual Action Plan (AAP) is an all-encompassing document that provides a basis and strategy for the annual use for all federal funds granted to the Urban County of Orange by HUD. The AAP also addresses related local funding received by OC Housing & Community Development.  The AAP indicates preliminary awards based on estimated HUD funds for FY 2025-26. These appropriations support public facilities and improvements, public services, housing rehabilitation, and affordable housing development activities that benefit low-and moderate-income households.

The Draft Amendment #2 to the FY 2020-21 Annual Action Plan recommends reallocating unspent $34,802.26 in CDBG-CV3 funding from the Laguna Beach ASL Emergency Shelter to Emergency Shelter(s) County of Orange.

REQUEST FOR RELEASE OF FUNDS

On or about February 19, 2025, County of Orange, OC Housing & Community Development will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of 8 Project-Based Housing Choice Vouchers ($3,244,800) as authorized under Title I of the Housing Opportunity Through Modernization Act of 2016 (HOTMA), as amended, to undertake a project known as the Altrudy II Senior Apartments Project for the purpose of providing affordable housing.

The proposed project is located at 18597 and 18602 Altrudy Lane, Yorba Linda, CA 92886, and would consist of demolition of two existing single-family residences on the project site, and construction and operation of a 64-unit affordable housing community for seniors. The units would be provided in one 62,171-square-foot, one- to three-story, U-shaped building, with 50 one-bedroom and 14 two-bedroom units, as well as one unit reserved for an on-site property manager. Affordable housing would serve seniors (age 62 and over) from very low to low-income households earning between 30% to 70% of the area median income (AMI). The project would include eight Permanent Supportive Housing (PSH) units designed to support senior individuals who meet the Mental Health Services Act (MHSA) eligibility criteria and are experiencing homelessness. A total of 13 units would be reserved for seniors earning 30% AMI, 7 units would be reserved for seniors earning 50% AMI and 43 units would be reserved for seniors earning 70% AMI. In accordance with Section 504 of the Rehabilitation Act of 1973, for the new construction of federally assisted multifamily rental properties, 5% of the units would be accessible to individuals with mobility impairments and 2% of the units would be accessible to individuals with sensory impairments. 

Common open space amenities would include an entry plaza semi-enclosed by the building with landscaping, seating, and pedestrian hardscaping; a barbeque pavilion and a dog park located in the northwestern corner of the site; and pedestrian pathways throughout the site. In addition, a leasing office and community room would be located on the first floor of the project site. The onsite parking lot would contain a total of 72 parking spaces, comprised of 29 standard spaces, 12 spaces accessible to individuals with disabilities in compliance with the Americans with Disabilities Act (ADA), and 31 total proposed electric vehicle (EV) spaces including 8 EV-capable spaces, 19 EV-ready spaces, and 4 EV charging station spaces. Project implementation would also require rezoning of the project site from R-S (Residential Suburban) to R-M-20 (Residential Multiple-Family 20). The project would utilize the State Density Bonus pursuant to California Government Code Sections 65915-65918 to allow a residential density of approximately 32 dwelling units per acre on the project site. The total project cost is estimated to be approximately $36,101,782 from all funding sources.

REQUEST FOR RELEASE OF FUNDS

On or about February 19, 2025, County of Orange, OC Housing & Community Development will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of 38 Project-Based Housing Choice Vouchers ($15,412,800) under as authorized under Title I of the Housing Opportunity Through Modernization Act of 2016 (HOTMA), as amended and the release of $2,337,500 in funds under the HOME Investment Partnerships Program (HOME) under Title II of the Cranston-Gonzalez National Affordable Housing Act, as amended, to undertake a project known as the Brea PSH Project for the purpose of providing affordable housing.

The proposed project would be located at 323 North Brea Boulevard, Brea, CA 92821, and involves the construction and operation of a permanent supportive housing (PSH) multifamily development on a 0.437-acre vacant site owned by the City of Brea proposed by Jamboree Housing Corporation. The project would include a total of 39 residential units, including 38 one-bedroom PSH units and 1 two-bedroom property manager’s unit. The project would serve individuals experiencing homelessness with incomes at or below 30% of the Area Median Income (AMI). In-house comprehensive supportive services would be provided by Jamboree’s services arm, Housing with Heart, to address various resident needs, such as mental health and substance abuse issues, life skills, and employment.

The new building would be three stories tall along the façades facing Madrona Avenue and North Brea Boulevard and would increase to four stories towards the center of the property. The first floor would contain approximately 2,318 square feet of leasing, management, and service offices; trash, maintenance, and utility/electrical rooms; and a 22-stall parking garage with vehicle ingress and egress from Madrona Avenue. A pedestrian and bike entrance would be provided from North Brea Boulevard. Residential units would be located on the second through fourth floors of the building and each floor would be equipped with a laundry room and access to trash chutes. The building would have elevator access. Shared on-site amenities would include a community room and podium open space area on the second floor. 

The project site has a zoning and General Plan land use designation of Mixed Use I, which permits a residential density of 15 dwelling units per acre. The project would utilize the State Density Bonus pursuant to California Government Code Sections 65915-65918 to allow a residential density of 89.2 dwelling units per acre on the project site. The total project cost is estimated to be approximately $31,872,993 from all funding sources.

NOTICE IS HEREBY GIVEN that the Orange County Board of Supervisors will hold a public meeting to consider the Draft Permanent Local Housing Allocation (PLHA) Program Round 5 Application and Amendment to the Five-Year Plan.

The draft PLHA Program Round 5 Application and Amendment to the Five-Year Plan are comprehensive documents that provide a strategy for the use of state funds granted to the Urban County of Orange (County) by the California Department of Housing and Community Development (State HCD) under the PLHA Program that provides grants to local governments in California for housing-related projects and programs that assist in addressing the unmet housing needs of their local communities.

The County will receive a Formula Allocation as an entitlement jurisdiction and will provide a proportional share of the allocation received for the unincorporated areas of Orange County and the Urban County cities of  Brea, Cypress, Dana Point, La Palma, Laguna Beach, Laguna Hills, Laguna Woods, Los Alamitos, Stanton, Villa Park and Seal Beach, provided that the Urban County cities meet the PLHA threshold requirements and continue to meet the PLHA requirements during the Five-Year Plan. The information contained in the Draft PLHA Round 5 Application and Amendment to the Five-Year PLHA Plan represents eligible PLHA Activities chosen by the Urban County cities and the County for the unincorporated areas.

The PLHA Five-Year Plan Amendment includes reallocating up to 40 percent of the Years 3 through 5 Allocation to the County’s Mortgage Assistance Program, as needed, to meet the PLHA Affordable Owner-Occupied Workforce Housing requirement.

The activities to be allocated funding on behalf of the urban county cities and unincorporated areas focus on three eligible activities, including 1) assisting persons who are experiencing or at risk of homelessness; 2) accessibility modifications for seniors in their owner-occupied housing units; and 3) down-payment assistance. 

In addition, the County will use no more than five percent of the PLHA funding for costs related to the administration of activities for which the allocation was made. 

Comments  

The purpose of this notice is to provide the public a minimum 10-day review period to express their concerns and comments. The public comment period begins January 25, 2025 and ends February 4, 2025. All persons either favoring or opposing the PLHA Application and Amendment to the Five-Year Plan are invited to present their views in writing or before the Board of Supervisors.

ORANGE COUNTY CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT FOR FISCAL YEAR 2023-24

TO ALL INTERESTED AGENCIES, GROUPS, AND PERSONS:

The County of Orange, in compliance with Title I of the Cranston-Gonzalez National Affordable Housing Act of 1990 has prepared a draft Consolidated Annual Performance and Evaluation Report (CAPER) for Fiscal Year 2023-24. The purpose of this notice is to provide the public a 15-day review period, beginning September 11, 2024, and ending September 25, 2024, to express their concerns and comments regarding the CAPER. The County of Orange is required to submit the FY 2023-24 CAPER to HUD by September 26, 2024.

Consolidated Annual Performance and Evaluation Report (CAPER)

The CAPER outlines the progress made in carrying out the proposed goals and objectives set forth in the FY 2023-24 Annual Action Plan. The CAPER also provides an analysis of program expenditures, project accomplishments, subrecipient’s performance and an assessment of what changes to policy or strategy may be in order. 

The FY 2023-24 Annual Action Plan identified the Urban County of Orange’s overall needs and priorities for activities including Public Facilities and Improvements, Housing Rehabilitation, Public Services and Affordable Housing for low-income individuals and families.

The Fiscal Year 2025-26 Funding Allocation Policy & Process (FAPP) outlines the proposed funding process and policies for distribution of Federal Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG) and Home Investment Partnerships Program (HOME) funds for housing, economic development, public facilities and improvements, public services, and property rehabilitation activities that benefit low- and moderate-income households.

The percentages of available funds listed in the FAPP are shown as estimated projections. Percentages of available funds will be dedicated to eligible activities that are consistent with the priority needs that will be identified in the Orange County’s 2020-24 Consolidated Plan (CP).

Consistent with 24 CFR 91.105, Housing & Community Development (HCD) encourages citizen participation by receiving comments throughout the year and more specifically providing Public Notices and Public Hearings regarding funding for housing and community development activities.

INVITATION TO BE HEARD:

Notice is hereby further given to provide the public a 30-day review period beginning September 27, 2024, and ending October 31, 2024, to submit any concerns and/or comments.
